How i found Pikachu on Pokemon Go map ?

My map and my area were really empty with no Pokemons at all so i decided to open it outside and go out and when i was driving so i found this :

Although this road was empty but when i was driving suddenly 2 pokemons pops up and i catches them and i moved to level 2 .
